My reason for suspecting water is that Mark's plane was idle for several
weeks probably with a half empty fuel tank and nothing has changed to the
system config - assuming that Mark did not alter anything during his head
re-build.

If it was a vapour lock issue then it would probably have been present
ever since he built the plane. Sods law applies of course !!
