It looks like you need something over the front of those 2" holes on the
cowling bottom to create a draft.  You know, like when you put a lip on the
bottom of the cowling to create a low pressure area to suck more air out of
the cowling.  Personally I'd stuff a 2" diameter chunk of foam in there,
round the front of it, hack the back off to create the "bluff", and glass it
in place, finally scraping the foam out of there.  I got some 2" round foam
for my cowling "nostrils" that I got from Walmart that's perfect for that
job.  It's in the hobby/craft area...in the form of a 16" diameter donut
used for making wreaths.  I'll bet they have a bunch of them this time of
year, and they're only a few bucks.  You need to shield the front of that
hole with a nice hemisperical shape, and the back of it needs to be chopped
off into a bluff that'll create the suction...
