On buying a non completed airplane and the 51% rule. I went in on a KR2 that 
was 75 to 80%done and my DAR said i would have to redo part of it to comply 
with the 51% rule . But he also said by the time you paint and finsh and 
insterments ect i might have 51%.Besides the wings were screwed up so to 
rebuilb them would have done it to.The point is you have to prove you did 51% 
of the work.As far as working on it without a reparmen certificate goes. If you 
don't have one for the airplane in question, legally the only work you can do 
is the same work that an owner of a certified plane can do. And the repairmans 
certificate is for just that one airplane and not the KR down the street. There 
are a lot of DARs that don't know the rules and don't care about learning the 
rules they just want their fee and are full of s--t. The problem comes down the 
road when something happens and you or your estate are in court and someone is 
sueing.Its better to to it right to start with.
