Randy, just as another posted stated but I'll expound a little.  The 51% 
rule applies to the amateur built category.  The airplane could change hands 
12 times (just any number) but as long as it was built 51% by amateur 
builders, you can get it inspected under it's current regs.  The repairman's 
certificate does not mention anything about 51%, only that you have 
appropriate knowledge of the systems and structure of the aircraft to be 
able to perform it's annual inspections.  Somewhat nebulous, but more than 
easily doable.
