It's not "normal" but I have seen flying KR's with similar characteristics.
I'm guessing but I suspect that the "low spots" are actually the rib locations.
When the wing foam is not adequately supported between the ribs the
weigh of the sanding board causes it to depress.  Because the rib locations
don't depress, the foam is sanded at that spot more quickly and when the
board is removed the area between the ribs comes back up.  Remember,
this is only a guess and may no actually apply to your situation.  Unless
it's really bad I wouldn't consider it a "deal killer" but it is something you
will notice every time you look at the wing.  You be the judge.  If the price
is right, you could consider rebuilding the top surface of the wings.
