Dan:

I think the FAA stand agaist ethynol fuel blends has more to 'Vapor Pressure" 
concerns causing a "Vapor Lock" problem in the air than anything else.  Most 
cars built in the last 15 or 20 years have elastomeric fuel system components 
that were designed to handle
ethynol so it generally is not a problem.  I did have some old yard equipment 
that could not use it however.

I think the FAA is looking at the big picture and just not wanting to see 
someone have a problem with their 40 year old 172 using a blend and having a 
problem and the potential is certainly there.
