I put my tanks in the outer wings amoung other reasons to make it somewhat more spin resistant. I would agree that it would be somewhat more difficult to recover "but not much" depending on how much rotation was allowed before recovery. Almost anything you do to an aircraft to make it more spin resistent will make recovery more difficult.
