Anyway you look at it, using the plans without paying for them is theft. However, I do understand the frustration that people must feel when trying to "buy" a set of plans and there appears to be no way to get them. The way I understand the business model of Rand, is "send me money and I will send you stuff". If you can do business that way, I am sure that eventually, you will get your set of plans. At least then, you will have done your part and could not be accused of theft.
