It should be possible on a VW to windmill start. I have windmill started a Rotax 912S (100hp) with a reduction box. The dive was to nearly 100kts to get it to turn over and the drag was enormous while windmilling (forgot to turn the ignitions on). All went well once the ignitions were on :-)
