Steve,

I recommend that you do the same as I am doing for my KR2 now (I am the 
second owner): make a serious access hatch, to see what is inside there. 
It will not take too much work, and it will give you peace of mind. After 
all, we trust our lives on these things!

If you are dead against the idea of cutting a hole, then, borrow a 
bore-scope, crawl into the tail (after having made the tail rest on a flat 
stand, to prevent going through!), and have a look inside.

Hello KRNet,

    I removed the rudder from my KR1 today and noticed that the hinges did 
not look so well and need to be replaced, the hinges appear to be 
home-made by the previous owner. I removed the hinges by unscrewing the 
bolts in the middle of them and they came right off. I was able to run the 
bolts back into the holes and they screwed back in. I am wondering what is 
back there? Is it a back plate that is threaded that the bolts are going 
into or just nuts and washers? Do I need to replace the back plates as 
well when I replace the hinges? I would prefer not to cut any more holes 
in the plane than I have to. These hinges look pretty simple and I could 
make some new ones from steel very easy; is this a good idea? It would be 
stronger than aluminum.  Any help would be greatly appreciated.
