Rick, Safety belts are made of mainly synthetic fabric, and synthetic does not dye easily. Your chances to get a good result are very slim. If you have a problem with the color, the best is to change the belts, or at least the straps.
If you have a set of buckles, you can fit the straps without sewing anything. Just use flat buckes as retainers. That's an approved method, as per AC 43 13.
