You can request or reserve an "N" number at any time.  You can register at any 
time also, but there is little need to register the plane more than a few 
months before it flies.  If you do reserve an "N" number, the FAA would like an 
annual nominal fee to keep your number reserved.

in the blanks where the N number is missing ?? I want to get it right on
the first try and I'm not sure about this because they say  incomplete
documents will be returned or delayed.
