I always logged Hobbs time or tach times 1.2 and that definitely includes taxi time. I believe the FARs say you log time that you were operating the aircraft as sole manipulator of the controls, and that most certainly includes ground operations, not just air or flight ops. I would question whether you were operating an "aircraft", however, if it didn't have wings on it... like Mark Jones has been doing around his cul-de-sac.
