A co-ordinated turn will go a long way in keeping the fuel where it
is supposed to be.  If you're in a slipping turn you will have fuel
filling the line running from the high wing to the low wing.  If you're
in a skidding turn you will have fuel running from the low wing
through the line to the high wing or at least keeping fuel at the
pickup in the low wing.  The Piper Cherokee line has been flying
for what, fourty years with wing tanks and no header tank and 
I seem to recall they only draw from one tank at a time. Also,
how long would it take to empty 10 gallon of fuel through a
3/8" O.D. line? 

Also, you don't need a 100 percent uninterrupted flow as you have
a small amount of fuel in the carb.  How long will your engine run
if you shut off the fuel supply?  I'm not talking "mixture" here but
the fuel supply.  I suspect my KR will run 20 or 30 seconds if
I shut of the fuel lines.  If all of the components of his fuel system
are working Mark should never have a problem.  I say that without
knowing how is tanks are plumbed but I'm confident it will work.
For Mark, you really should have a shutoff for each tank that is
easy to access and use.
