Hughes Glue, aka FPL16A is Shell EPON epoxy with  2.5% thinner and a filler
of Titanium Dioxide.  It is better than T-88 ( in my opinion) but messy due
to the coloration.  I use T88, but would use either, depending on stock on
hand.  Zero concern regarding cold temps.

Developed by the Forest Products Laboratory, an agency of  the state of
Wisconsin.

I would be more concerned about the wood in the damp, and ice forming in the
cracks and crevices.  Good epoxy is not going to break.  I can't speak about
Hughs glue.
