Dan, the grandfather clause was instituted in 1991 for pilots with prior 
tailwheel experience.  Any pilot post 1991 has to have a tailwheel 
endorsement to fly a certified tailwheel airplane, which is short of a 
flight review.  Thus getting your tailwheel endorsement does not take the 
place of a required bi-annual.  An instrument/commercial/multi etc. 
checkride qualify as a bi-annual.  I have forgotten if there is an hour 
figure for grandfathering or if it was just tailwheel solo.
