Joel,

Your charging system needs to run between 13.2 and 13.8 volts.  Otherwise
you will not be changing the battery back to full charge.  The exact voltage
depends on the type of battery.  What RPM are you at with your 11.7 volt
reading?  At idle the alternator does not put out sufficient current to
properly regulate the voltage.   Is your battery fully charged (what voltage
unloaded)?  What electrical items are running when you read 11.7 volts?
Have you checked the AC input voltage to you regulator?

Let us know a little more and we can give you better suggestions.
