It is 3/32 aircraft grade plywood and I don't ever remember seeing anything about covering it with cloth. I think the deck cloth is a good idea over open weave cloth, but it is just something to peel off of the plywood. Using smooth prime and feather fill, you can get a great finish on plywood.
