I have experienced water coming in from the elevator cut-outs. 
My KR collects about 2 quarts (which is approx. 2 liters) per 1 hour of
flying in the rain.
The water will stay right at the tail end, and I have added a drain hole and
inspection hole ( 4" in accordance with FAA AC 43-13) below the horizontal
stab. Makes cleaning water and dirt out of this confined space a lot easier.

When I was building and working with water I always taped any cavities off.

This was the subject of a long story at one of our EAA meetings.  The PIC
actually took off with water in the tail which had frozen.  Very exciting.
By all means, add drain holes NOW.

Don't know anything about a moisture meter, but I sure could use one.  I was
wet sanding this weekend and I had the plane outside, so instead of using a
cloth to wipe off the residue, I used the hose.  Big mistake.  I got a lot
of water into the fuselage and I think it got in through the elevator
clearance hole.



Has anyone installed drain holes to handle situations like this?  I think I
will have to put in inspection holes back there sooner than later.  It is
very difficult for a 5'9" 175# old body to crawl back in the fuselage to
wipe up the water.



This situation would most likely occur anytime you washed your plane if you
used a hose to rinse it off.
