No one in their right mind would deliberately put a shear joint assembly together without proper torqueing on the bolts.
Streamlined flying wires are installed in exactly that manner, with a clevis pin, not a bolt, in shear bearing the tension load of the wire. The clevis pin is retained by a cotter pin.
