Phil. Easy to meet that constraint, the stall speed is the one you need to be concerned about. And it has to be "clean", no lift devices required. You can have them, but they cannot be used to test the stall speed. Gross weight will probably be the thing you most have to keep in check to be able to meet that requirement.
