on the premises that you want libjasper mandatory, I see no reason to then have any #if HAVE_LIBJASPER in c++/c files, neither in protocols/yahoo/[libkyahoo]/CMakeLists.txt, no entry in config.h..webcamimgformat.cpp will also always be compiled, with full code. This would make the code even cleaner. I guess that's what you meant by first proposal from "leave it up to you...". Are you ok with that?
