Summary
-------
This patch adds a 'kopete_incoming_file_transfer' event.
Every time user receives an incoming file transfer requests, notification with
actions "Chat" and "Ignore" shows. After pressing "Chat" user can press
"Download" button and accept this request.
This addresses bug 97458.
