Even if it should be hosted at freedesktop.org, it's a good base. If
nothing else, we can start with that text and edit from there.

This seems like a compelling argument in favor.

Matt, do you have other specific objections to the format in that XEP?

I'd like to come up with a list of things to change, and then take it to
standards-jig and go from there.

Taking into account previous comments here, I have this list:

1. Replace the "abuse" of xml:lang with a real protocol attribute.

2. I'd like an optional description element added to the <icon> element.

3. Rename from JISP to something else.

4. Remove anything Jabber-specific and consider moving to
freedesktop.org.
