Experienced the same, see http://koha.1045719.n5.nabble.com/batch-upload-patron-images-td5938950.html. in fact, when you take a look at the patrons just imported, the images were imported into the patron's account. I haven't taken a further look after seeing the images were indeed imported. Might be a bug?
