This indicate a deliberate override 'No transport types', as opposed to the rule set simply excluding overdue_X_mtt, which would signal reliance on fallback instead. This is a correctness change to ensure the UI accurately conveys how the process_circulation_triggers script will resolve rules. - When overdue_X_mtt = "", handle it as [] throughout the UI so that trigger deletion does not get blocked by false positive conflict detections. - Handle a now wider trigger table element (four added column): reduce horizontal padding, use 'modal full' - Handle hard refreshes with the edit/add or reset or delete modal open.
