Public bug reported:

LP#2086606 introduced the use of the dwarfdump command in
debian/rules.d/2-binary-arch.mk, but on some architectures (at least
riscv64), the dwarfdump package does not appear to function as expected.
Until the issue is resolved, revert this change in
debian/rules.d/2-binary-arch.mk.
