Public bug reported:

After upgrading the kernel packages to version 6.8 I encounter the
following issue. My ax88179_178a-based USB-ethernet adapter sometimes
does not initialize properly on the system boot. Approximately one time
of five it comes up with the status "link down' ("link not detected").
Checking the physical connectivity shows no problems.
Unplugging/plugging the cable does not help. Reloading the kernel module
does help, i.e. after:

sudo modprobe -r ax88179_178a && sudo modprobe ax88179_178a

the link comes up and the problem goes away (until the moment when it
appears again five or six reboots later).

The issue is apparently sourced from here:
https://lore.kernel.org/all/20240523130330.215273...@linuxfoundation.org/

And it is probably solved already in the kernel 6.9.7:
https://lwn.net/Articles/979848/

It would be nice, if you backport the solution into Ubuntu 6.8 kernel
(if I am right and this indeed is a solution).
