Can confirm that sudo apt install linux-generic-hwe-20.04 makes
everything work. Didn't have to remove OEM.

I've tried some earlier generic-kernels where the screen scaling
(running 4k) would be off and the buttons for controlling the light (F5
F6) didn't work.

But using the latest generic everything seems good. It is however the
OEM which gets automatically installed during install and update and
which breaks the system. So it really needs to be fixed.

Bug description:
  Ubuntu 20.04.3 LTS

  linux-oem-5.10: 5.10.0-1044.46

  Power off system, either through GUI or by shutdown -P now

  Expected result:
  System powers completely off

  What happens:
  System seems to be powering completely off. Screen goes black, but computer 
is still running, getting hot and using battery. Have to press power button for 
4 seconds to power completely off. 

  Solution so far:
  Use linux-generic-something
