I can confirm the issue on a HP 8570w with nvidia Quadro Q2000M and 313-updates driver, in my case brightness change pop up and slider moves but screen stays the same.

After some tweaking of the xorg.conf file to include "Option "registryDwords" "EnableBrightnessControl=1"", I am able to use the Fn+F5 and Fn+F6 brightness control keys (and the brightness slider inside System Settings > Brightness and Lock), but ONLY after first going into suspend, and coming back out again. The expected behavior should be brightness control working directly after a reboot, not rebooting and going into suspend first.
