The KDE on Windows project is alive. What you have is an old, deprecated and abandoned installer to get old, deprecated and abandoned KDE4 applications. (Where did you find that installer? We don't link to it anymore). The active development is on installers for individual applications. What application were you trying to install? -- Nicolás
