Is the kde on windows project alife

i use the kdeonwindows install 1.1.0 install??bug it go wrong with this??
download remote config file from QUrl( 
"http://download.kde.org/Attic/stable/4.14.3/config.txt"; ) to 
"C:/Users/xxx/AppData/Local/Temp/KDE/config.txt" ... failure
i see the size:http://download.kde.org/Attic/stable/4.14.3/,it only have the 
"src" directory,and no config.txt exist??
