As perpetrator of that comment you mention, a few remarks.

You are right, my comment complaining about the missing steps to reproduce 
should have been more educational and less abrasive. I apologize.

You are right, the code of conduct should definitely link somewhere for 
reporting incidents, otherwise it's not super useful. My understanding is that 
the correct venue to report incidents is the Community Working Group as they 
mention "Mediate when the Code of Conduct is violated. Our mediation policy is 
listed in this document." in https://ev.kde.org/workinggroups/cwg/

If I am correct, please someone create a MR to improve 
https://kde.org/code-of-conduct/

This could be me being part of the discussion and thus skewing my point of 
view, but I think theis email I am answering to could have been better. If you 
wanted to report a Code of Conduct incident you probably could have guessed we 
don't make it in public, so I think it would have been optimal to send an 
email asking where to report incidents without linking to one in particular.
