From the Phabricator task, it sounds like this might be too much for a GSoC project. Google shrunk the timeline a lot this year so the scope needs to be much narrower. Have you spoken with Martin about this? Being a GSoC mentor is a lot of work and responsibility. We can't nominate people to do it.
