Just guessing, but kde-devel is not exactly the right list of
plasma-related things and neither is it for the ghns-spec or its
implementation in kdelibs. For plasma there's plasma-devel (IIRC), for
kdelibs there's kde-core-devel and for the spec there should be some
freedesktop.org list I believe.

You'll probably reach more of your target audience on those dedicated
lists than on this one. (Where topics are usually more of the kind 'how
do I do X with KDE')
