STEPS TO REPRODUCE
1. Login to KDE Plasma
2. Disconnect then reconnect monitor, physically or via KVM
OBSERVED RESULT
Icons are rearranged from their original (locked or unlocked) positions
EXPECTED RESULT
No icon rearrangement
