That should not happen.
Are this MP4 video clips from a mobile phone? If yes, please do first a right
click on each clip and choose “convert to an edit friendly format”. After that
create the proxies.
It could be that the proxies converting hangs because of the variable frame
rate from mobile phone video clips.
