Panel alignment after launching an application not in icon only task manager

SUMMARY

When putting a panel in vertical mode and adding an icon only task manager,
selecting fill free space (or adding an expandable spacer), and adding a widget
to the bottom of the panel, the alignment of the widget gets messed up after
launching an application that is not pinned to the icon only task manager.

STEPS TO REPRODUCE
1. Create vertical panel
2. Add an icon only task manager to the top of the panel
3. Select "fill free space" option
4. Add a widget (such as launcher) to bottom of panel
5. Launch an application not pinned to the icon only task manager

OBSERVED RESULT

The widget on the bottom of the panel gets pushed mostly off the screen.


EXPECTED RESULT

The widget alignment does not change and the widget stays properly aligned.
