According to the xkb layout description
(https://github.com/xkbcommon/libxkbcommon/blob/a600c36d1bc21aa33e68c391a637cc396a4ecaeb/test/data/symbols/de#L416)
and the info in the Neo Layout page (https://www.neo-layout.org/Layouts/neo/),
to get a "0" with the Space key you need Mod4/Ebene4 (ISO Level5), not Mod3
(ISO Level3), which it is working.
