SUMMARY
I am making an animation with audio, everything was fine on 4 fps. I decided to
change it to 8 fps, moved all the frames, doubled the length. The audio was
then playing at different speeds in different places. Every time I open a new
project, the clip plays sped up, which I've been getting around by changing the
framerate then changing it back. Now with the audio messing up every framerate
change, I cannot do that. 

STEPS TO REPRODUCE
1. Have an animation with ~250 frames on 4 fps with audio
2. Double the length of the clip to 500 frames, change the fps to 8
3. Try playing back the animation

OBSERVED RESULT
Audio changing speeds when changing the framerate and length of clip

EXPECTED RESULT
Audio staying the same despite framerate changes/length changes to the clip
