power management settings

SUMMARY
In the "Power Management" section of the System Settings app, sometimes I have
options for "Display and Brightness", even though they don't work for me
because I'm on a PC and not a notebook/laptop.

They are "Change screen brightness" and "Dim automatically".

They do not always show. It's random after every reboot if they are visible or
not.

STEPS TO REPRODUCE
1. Go to "Power Management" section in System Settings app.
2. See unusable settings.

OBSERVED RESULT
Unusable settings sometimes are visible.

EXPECTED RESULT
Unusable settings should always be hidden.

SOFTWARE/OS VERSIONS
Linux/KDE Plasma: Fedora Linux 40
KDE Plasma Version: 6.1.3
KDE Frameworks Version: 6.4.0
Qt Version: 6.7.2
