I am still encountering problems. 
If I load a different wallpaper, the icons on the toolbar work fine. If I add
any icons to the toolbar they give the error message I wrote about before. 
Checking the permissions of any newly added icons I find that the owner is
AVAHI, and the group is AUDIO.  I added AVAHI and AUDIO to the owner of this
desktop but it didn't help.  
Also, after a reboot,  USER, GROUP, and OTHER are now blank. 
To launch programs that are not by default put on the toolbar you must open the
penu and choose from there.
