I found that this bug happens when using Plasma 6 in Wayland mode, but not X11.
I reproduced it on both Fedora 40 and Arch in Wayland, but couldn't reproduce
on Arch in X11. (Fedora KDE doesn't install X11 by default, and I haven't tried
installing it yet.)

On Wayland, the first app icon I drag works, but the next time you drag a
different app, Plasma mistakenly drags the *first* app (you previously dragged)
to the *new* location of your mouse. This was the behavior I largely observed,
but does not match the screencasts uploaded by other users.

I do not have display scaling enabled on my Fedora machine, but it is enabled
on Arch. The bug seems to happen both with display scaling on and off.
