Hello,

this is working as designed. Ctrl + Tab moves to the Last Used tab (+ Shift to
reverse the order).
What you are looking for is Shift + arrow left/right if you just want to move
positionally, independently from recency of use.
You can also Ctrl + Alt + I in pretty much any KDE app to see the menu entries
for that app with their associated keyboard shortcuts, if any, and it will
confirm this.
