Eg Change Virtual Desktops by Scrolling could go to the "Virtual Desktop" category. This way there's one central and single place for all Plasma configurations (*) and thus the user doesn't need to visit several places in order to find a Plasma related option. This would also give the ability to using System Settings and krunner search functionality to find "Desktop Folder" related settings quickly. (Last but not least, even if the user now removes the ability to open the Desktop context menu via the Mouse Action rules, it'd be very easy to re-add the rule in the System Settings.)
