I appreciate the time you've taken to write this up, but I think it would be
better suited as an invent.kde.org discussion, as it's not really a bug or a
feature request, but rather a fairly complex topic that requires discussion
with many stakeholders (KWin developers, VDG people, etc). Would you be willing
to close this and re-open it at https://invent.kde.org/plasma/kwin/-/issues/?
