SUMMARY
I have a bottom panel with an icons-only task manager. The entire panel should
be transparent but plasmashell seems to ignore the setting. Setting it to
translucent keeps it opague, and setting it to opague and back doesn't fix it.

STEPS TO REPRODUCE
1. Add a panel
2. Setting opague setting to translucent

OBSERVED RESULT
Panel remains opague

EXPECTED RESULT
Panel goes translucent
