As stated by me and comment #2 the issue is triggeredd by just restarting the NM service. I do not think this is a scenario that justifies log in/out of Plasma -- much less, since makeing the service restart litterally pointless, a reboot of the system. It's part of the very nature of a service to be restarted in the background. Whoever connects to it must be prepared for that! So, AGAIN: NOT an update issue! If the applet fails to recognize a service restart, then this is a bug. Not just something one can shrug off, especially since even after a plasmashell restart important functionality is broken.
