Yep.

The awkward truth is that in-place upgrades are and have always been extremely
risky. They mostly work, but you run into tons of weird papercuts, like this
one.

Could every element of the system be re-engineered to withstand it? Yes. But
unfortunately engineering resources to make it happen do not exist. It's for
this reason that we explicitly recommend offline upgrades.
