This is caused by Kubuntu shipping its own theming for KRunner that overrides
the system's color settings. This was fixed by not respecting that overridden
theming in Plasma 5.26 and later. I would also recommend that you talk to the
Kubuntu folks and ask them to dro it from their packaging, if they haven't
already.
